It didn't it was only optimized for the current powercreep so it got a mega with overpowered ability. Mega Mawile was perfect for a regular evolution.

It didn't just make her viable though, it made Mawile stupidly broken because they had to overcompensate for its would-be stats.
If twintails Mawile was just an evolution, its mega wouldn't need the stupid broken Intimidate+Huge Power combination.
