The problem is that ice/rock make you 4x weak to Mach Punch but also Bullet Punch and you have weakness to common used type like ground and water that Weavile doesn't have. Ire/rock is even more fragile than ice/dark so you don't really care about bulk when your counter is half of the pokedex
