Is it because Swellow is Normal/Flying while Pelipper is Water/Flying? That wouldn't make sense! As Talonflame is Fire/Flying!
Also, Wingull is encountered much earlier in the game compared to Tailow in the original games and remakes.
Or are they both the regional bird Pokemon?

Regional bird is typically found within the first few routes. Ash also always has one on his team.

Just like how Hoenn has two pseudo-legendaries, it has two regional birds.

None of the other regional birds have the same bst. I don't think we can say for sure whether Pelipper is a regional bird or not, because there's no real criteria for it, but we CAN say it's probably supposed to be a counterpart to Swellow in a sense, which means GF might've intended it to be a regional bird.

They don't appear to have abilities that are counterparts to eachother either, and they don't evolve at the same level. I can't find any other similarities.

It's possible they just kinda thew Pelipper in there with themselves even knowing if it was supposed to be a regional bird or not.

Are you memeing? As has already been said in this thread, Wingull's available in the grass on the same route you fight May, ripe for the catching. You can also catch it on the route just north of Petalburg woods.

Reminder, these are the most recent Pokemon games to be released. Why are you autists on this board if you don't know basic shit.

The tailow line can only be found in 2 regions post national dex, or 3 with the national dex.
Hoenn and Kalos. And Johto after you get the national dex. Swellow however can be found in all games after Gen 3.

The wingull line, however is native to Hoenn, Sinnoh, kanto, Unova and Kalos.

It makes sense to me that the Tailow line would be the regional bird because of this
