Obviously a placeholder for Kyurem to have an orb container like Reshiram and Zekrom. I guess somewhere during the planning of the games they decided to just make Kyurem the shell of the original Dragon and forgot to remove the item.

Considering it's the third in a trio with the Light and Dark Stones which contained Reshiram and Zekrom respectively, I would be amazed if the God Stone wasn't meant to reform or contain the Original Dragon.

It was meant for Pokémon Gray, but Iwata talked to Masuda and everyone and they decided to make B2W2.
