A salamander is a fire elemental which fits Flygon's Dex entries as a desert spirit, though admittedly Flygon is associated more with wind and earth.
It looks about as much as a real world salamander as Salamence or Charmander.

Flygon is Ground first and Dragon second, so Dragon gets the axe if there's a change. There are only two or so exceptions to this rule.
