Z was probably mixed into Sun & Moon, because they wanted to give us the best games ever for the 20th anniversary. Also sequels would have been quite boring, because everyone was expecting them. So they maybe decided to put Kalos and Zygarde in the postgame, but maybe that was planned long before the release of XY. Why would the train station be in Kalos beneath the Terminus Cave for no reason?
