Why do they do this? It's not like ice-types are incredibly powerful and would steam-roll everything early on in the game.
Most places that have a cold climate are hard to access and/or far away from civilisation, such as mountain peaks, caves, and tundras.
Pokemon games always start you off in "Mario area 1-1" style areas, very gentle sub-rural villages, which then branch off to more extreme enviroments. It would be strange if after 2 routes you encounter a snow-cloaked forestunless they fucking bring back seasons goddamnit

That's only because RBY were fairly non-linear. Seafoam Islands was still pretty much at the end of the game. Although I guess you could catch a Shellder as soon as you get the Super Rod as well.
