For an upcoming romhack I'm working on, I'm including some fakemon but only as evos/prevos to build on existing lines.
What Pokemon should get new evos? Also which Megas should I cannibalise to turn into actual evolutions?

Change Banette and Absol's into normal evos. Probably do the usual Milktank/Tauros prevo too.

Some just don't look enough like evos and others are powerful enough to not need a third evo, so a Mega is more suitable. Sableye and Abomasnow is a good example of the former, and Gyarados, Aerodactyl, Scizor, Heracross, Lucario fit the latter.
Persian and Seaking could use some love. Especially Seaking.

Grows vine-like armor all over its body, even in between its feathers; gets a coconut/watermelon helmet; caltrop-like spikes and grenade-like seeds, as well as other plant-like tools, grow in patches on the armor; its leek is turned into a rifle with bayonet; everything looks heavy; its eyebrows grow long enough to pull back and tie; gets taller; overall, it looks like a well-stocked soldier.
Gets all non-signature, non-themed increased critical hit chance moves; gets utility moves like Spikes; gets a new move that is a Grass Type clone of a fixed Bonemerang that I'll explain at the bottom; gets a new move called Weapon Shine that I'll explain at the bottom.
It's based off learning from its hunter and would evolve by leveling up to some significantly numbered level, holding Stick, knowing Weapon Shine, and having max happiness, since it's pretty far-fetched to know to do all of that without looking it up.

Skamory is often mentioned when talking prevo's, particularly to give early Flying type gym leaders an edge without being to overwelming.

In regard to mega's I personaly feel you should leave well enough alone. Most are for 3 stagers anyway. But that's just me, you be you op
