Why does Lapras not have a pre-evo yet?

It looks pretty similar and just like a small lapras so I guess you earn my anonymous approval.
I hope GF doesn't attempt any (pre)evolution for lapras because it'll probably look something like the messiness of rhyperior.
I always figured that a pre-evo Lapras would be more rounded, maybe even not have the spikes on its shell yet.

I never understood why people like pre-evos so much?
Is it just for the cuteness factor? If that's the case then that makes sense. But any other reason just doesn't seem to register.
