I didn't like at all the Water type specialist champion right after the last 8th Water type gym. At least Emerald introduced properly Horsea's and Wailmer line.

Wallace sucked as Champion honestly. After spending the last third of the game fighting almost exclusively Water-types having the Champion also use them was underwhelming to say the least. I also think it fits better with Hoenn's duality of land and sea to have the final Gym Leader use Water-types and for the final boss to use Steel/Ground/Rock-types.

Well in the manga Wallace was supposed to be champion from the get-go when the Hoenn League was being established.
But prior to common belief, he is not gay and actually he had something going with Winona so he insisted in being a Gym Leader instead thus Steven who was going to be the Steel themed Elite Four member became champ and Sydney who was going to to lead a Dark gym became and Elite Four member.
Steven, not only did he have the better design he did(atleast before Cynthia came along)have best personality. He wasnt an egotistical douch like Blue, or Lance. He was a rather relaxed down to earth man.
