That's not true at all if the new Pokémon/region/moves are bad. If you can do it well that's great, but I'll take a vanilla hack over one with bad fakemon any day.

Pokemon Vega is a Gen 3 romhack with its own fakemon and is pretty fun.

Pokemon Sacred Gold & Storm Silver are Gen 4 romhacks that are adjustments to HGSS.

Pokemon Rising Ruby & Sinking Sapphire are ORAS hacks by the same guy who did the SGSS hacks and are big improvements, with things like making the Samurott line gain Fighting type and Serperior line gain Dragon type among many other things. I'm playing Sinking Sapphire at the moment and having a blast.

Storm Silver/Sacred Gold are probably my favourites but I haven't played too many.

I generally prefer difficulty tweaks and more pokémon being added over new regions/fakemons.

I played a load of GBA rom hacks when I was in high school but a lot of them were forgettable

Storm Silver/Sacred Gold have all 493 pokémon available in game, trade pokemon not needing to be traded to evolve, difficulty tweaks, "boss" trainers having 6 pokémon. It's all I want in a rom hack desu

In addition to Sacred Gold/Storm Silver and Rising Ruby/Sinking Sapphire there is also Volt White and Blaze Black which are the same thing (all pokemon obtainable, more difficult, some adjusted typings and movesets) but for Black/White. There's also a B2/W2 version.
