Heatran doesn't feel like a legendary Pokemon at all. I think of it as a pseudo whose first 2 stages live under extreme heat/pressure and take decades to evolve so they're unavailable.
It probably was intended to feel more like Gen 1 Eevee/Lapras/etc.
