In Japan it's 16 in most places.
In the US it's 16 as long as you're not having sex with an adult. It's 13 in most states with parental consent as long as you're not having sex with anyone outside your age range.
So essentially anyone that's 16 or 17 can have sex with each other, but not with anyone 18+.
Anyone 13-17 can have sex with each other in most states, as long as you have parental consent on the matter.
