Dragon is too strong of a typing to give to a starter naturally. Mega is fine but default is too strong.

It would likely only be Dragon for the final form. Similar to how Piplup eventually ends up with Steel.
Normal and Dragon should be off-limits for starters not counting megas.

Dragon? No, because it would get rid of its water weaknesses. Maybe if the fully evolved grass starter is fairy. The fire would have to be poison or steel.

I'd still be too strong especially since it loses it's grass weakness. They'd have to balance it by making the grass type part fairy or ice but I'd definitely prefer Fairy.. The only starter in question to lose its resistance to it's strong counterpart is Empoleon losing its fire resistance do to steel.
