Scizor itself, or item-dependant trade evolutions? I like Scizor but I hate that in some games there's only one metal coat.

I don't know, trade evolutions that require items are the worst. Especially since they need to keep retconning new items in order to justify new evolutions
Could be worse. Gen IV was really bad with specific evolutionary requirements

You know, you can get them from wild Pokemon. Not really hard to hunt down some select Steel-types and use Thief, and most games have wild Steelix anyhow.

Everyone would still use Scizor regardless so I don't see how that improves anything. In fact, I'd argue it makes it worse, since you won't be able to breed the Baby Pokemon until it evolves.
