To be fair, Nurse Joy couldn't control the base pokemon. Also, Lucario is Game Freak's special snowflake so it's obvious why M-Lucario would be an advanced pokemon for advanced trainers only.

Sycamore could also control Mega Garchomp the first time without it going berserk. The issue with Mega Lucario was that it got overwhelmed by its increased aura and snapped. Attack the anime if you want, but not when there is a good explanation in the show itself.
