VGC and Battle Spot rules have always required that eligible mons must originate from the cartridge, Transfers being illegal for use is a pretty standard thing. so No Fissure-KO'ing threats during Online competitions or at VGC Worlds.
If GF is that worried, they'll probably throw in that transfers will always have their hidden abilities in Sun/Moon as a present or something, so all Gen 1 Machamps end up having Steadfast.

My idea for the stat change in the transfer process would be similar to the entree forest.
Transfer the mon in, drops into a special 100% catch area as a "wild" pokemon with the same moveset but randomized stats. OT and ID would probably be the same as rby trainer since that stuff hasn't changed ever
