All have higher stats than Volcarona. The only Legnedary with stats lower than it is Phione, and that's it. And even then you're stretching your definition of "legendary."

Because then what's the point of Volcarona? Surely we could pick any fully evolved Pokemon in the game, make it a basic, and up its stats - presto, it's legendary. Quagsire should be the best box legend. Beedrill could be our first Poison legendary. Gardevoir could be mythical, like Diancie.
