So what's the deal? Clefable only really seems to have Moonblast, more rounded bulk (making it an inferior Wish passer and leftovers user), and Unaware/Magic Guard going for it.

Unaware/Magic Guard is why, anon. They're god-tier abilities on any mon, and even better on a fairy type. Unaware turns off set-up sweepers, and Magic Guard turns off stall. It fits on any team, in fact.

All Wigglytuff needs to shine is better abilities. Competitive is ok, but too situational, plus Wigglytuff even with said boost is still just ok.

But so does Quagsire. Their stats are incredibly similar and both get Recovery moves and Unaware. Water/Ground is also comparable to Fairy. If Clefable is OU, why is Quagsire NU?

I actually use Quagsire on a balance team in high-level OU, and it has its uses in stopping things like Bisharp and offensive Mega Char X, but Quag and Clef aren't fully comparable because one of the biggest setup sweepers is Manaphy, who has access to Energy Ball. On top of that, Sub CM Keldeo is a problem, since Scald can blow through Quag.
Unaware Clef with some SpDef is the premier setup stopper.
A problem for both Unaware mons is SD Mega Pinsir, since Return actually 2HKOs Quag and decimates Clef.
Magic Bounce has its advantages over Magic Guard, but Guard has advantages over Bounce too, since Scald burns run rampant.
Even then, Espeon as a Magic Bouncer is too fragile to take Ferro Gyro Balls and Lando-T/Garchomp EQs. Defensive Xatu is a better Magic Bouncer in that regard. Both suffer from being Pursuit-weak though, which is why Mega Sableye is the typical go-to.
