Multiple manuals and guides (from Japan) state that, at the very least Red, is 12 at the time of Gen 1.
Add 3 years between Gen 1 and, an unknown time between 2 and 5, 2 years between 5 and 6.

Exactly 10 is an anime thing. The RBY manual says Red is 11.
ORAS says Brendan and May are 12. The Gen IV Pokedex shows the PC's heights, and Lucas and Dawn are the height of the average Japanese 11-year-old, Ethan and Lyra are the size of the average 12-year-old.
Hilda and Hilbert were said before release to be middle-school age. Masuda once said that they're specifically 14.
Calem and Serena are about the same age or older than Emma, who says she's 16.

Gen I-IV are all about 12, I think. The Hoenn ones are confirmed to be that age. And Red (and Blue) probably are too, according to >>25432421.
