Not him, but I somehow thought (or was told by a schoolfriend) to do it in Gen 2, and upon discovering that it worked, I tried it in Gen 1 and found it worked there as well.
I used it in Gen 3 to get past the extra tall grass because I was too retarded to get off the bike.

Yeah, if you stand in/in front of a patch of tall grass & select Cut from the Pokemon menu it'll remove a ring of tall grass around you. It wasn't particularly useful & took a long time but it was fun if you were an 8 year-old autist like me
As far as I know it stopped being a thing in gen 4
In Gen 3 stand in the middle of a grassy area and use cut with a Pokemon who's ability is hyper cutter. Prepare to be blown away over a decade later than planned.
