I feel like, if there was some mechanism on place to dictate the rarity and value of each Pokemon, so that if you trade "pidgeys" you get "pidgeys", that would be great.

I think the best way to do that would be to set a mechanic to trade based on play times.
0-50 hours playtime get people with 0-50 hours playtime. I'd probably cap it at 200 hours though.
