I beleive Ice Ground has the best Supereffective-Neutral coverage. Especially when weighted towards the more common types in competitive enviroments, lots of Dragons, Steels and Ground types.

fighting would be a good combo.
Electric is by far the best combo with only one pokemon not hit at least neutrally by STAB without abilities. With abilities only the goldeen line, chinchou line resisting the combo, both line clearly irrelevant in OU right now.

I think Ice/Fighting would be the best. Fighting type patches up Ice's weakness to Rock and Steel and Ice/Fighting compliment each other really well offensively as well.

What about dragon?
Friendly reminder that a sweeper doesn't care for neutral hits (unless you're Boombursting or spamming boosted super STAB), sweepers want a super boosted STAB move and to hit as many types as SE as possible.
Ice/Ground: Grass, Elec, Steel, Rock, Fire, Poison, Flying, Ground, Dragon. Not weak to Brave Bird.
Ice/Fight: Dark, Steel, Rock, Normal, Ice, Grass, Flying, Ground, Dragon. Weak to Brave Bird.
Both types are neutral to SR and are weak to Bullet Punch.
In the current OU Meta, both Ice/Ground and Ice/Fight beat out a different niche of would-be counters with a large overlap of things it can take out (and what a large overlap it is). M-Metagross vs Ferrothorn vs Levitators (like Rotom-W), etc, there's trade no matter which type you choose.
Physical builds give you access to Earthquake/Close Combat, Icicle Crash and Ice Shard, all of which are amazing moves (Icicle Crash has a 30% flinch chance on a fast sweeper).
Special gives you the key option of using Freeze Dry, which is your only option of getting past bulky waters like M/Slowbro, Manaphy, Azumarill, etc. Ice Beam isn't bad, but Focus Blast/Earth Power are definitive downgrades (Aura Sphere is okay, but low base power against high bulk steels would make it a no-no in the long run unless Specs).
Ice/Fairy would literally just be a Fairy type sweeper with Ice coverage, which is redundant in hitting Dragons and doesn't help deal with Steels or Poison types (esp. those that resist/neutral to both (ex. Thick Fat Venu). Also dies to BOOLET.
A cursory overview of the current OU meta leads me to tentatively state:
Physical Ice/Ground. Icicle Crash/EQ/Ice Shard/flex, where flex is a coverage move if choiced item or a supporting move like SR/Protect/etc.
Mamoswine would be monstrous if it were faster, as someone already noted in this thread.
Special Ice/Fight. Moveset is harder to plan around, but Ice Beam/Focus Blast/Freeze Dry/boosting move. Needs boost to punch though threats.
