Based on their design I guess they're saying only part of them (the mane) is "elemental" while the rest of them is mundane. For Girafarig and Azuril it'd be their tails and for Heliolisk it'd be the solar panel frills.
Normal/Flying types are mundane Pokemon that just happen to fly, and Diggersby is the Ground equivalent to that.

Pyroar does not learn Fire Blast by levelup.

Clefairy being Fairy and not normal does fuck up Whitney though. Her gym is literally shaped like a Clefairy, but Miltank is her signature pokemon and it is just normal.

I do like the idea behind Fairy and a lot of their moves seem pretty clever and interesting in terms of what they represent in the fluff. Just pokemon doing cute and mischievous things.

Normal/Grass (cool typing), unique little gimmick with forms AND a fairly underrepresented animal (sorry, Stantler). That's pretty great.
I am a bit sad about losing shit like Charm and Sweet Kiss. But Fairy being an official type means that there will be much more cute moves, as they have to make up some movesets for pure Fairy pokemon.
