Major events like Mythical Pokemon and new Forms have always been distributed worldwide.
Everything Japan-exclusives is shiny legendaries (which admittedly is a bit unfair) and unimportant shit that they distribute based on a real-life event.
They're not as biased as you insist they are. America's culture is just skewed a different way and we don't consider having these big real-life events based on a children's franchise this often. The most you'll get is Pikachu at your local State Fair. And sometimes that's unlicensed and therefore technically illegal.

God, Gen 6 felt so rushed. I can only imagine that they wanted to do something "big" for the anniversary, and going straight to Gen 7 felt like a better move than lingering on in Gen 6. I'm sure they'll have some neat fan-service feature planned for SM, since this is supposed to be such an important anniversary for the series; here's hoping it blows the PWT out of the water.
I mean, you never know: Gen 7 might have the same level of compatibility with Gen 6 that GSC had with RBY. They could introduce Eternal Floette in Sun and Moon, and let you trade it back to XY or ORAS -- but yeah, I really doubt that would happen.

Well, they expanded the Regis lore in Gen 4 through a side-quest in the late/postgame, so they could do something similar with Zygarde.
Actually, they kind of did the same every time they made older legendaries available again, like Groudon, Kyogre and Rayquaza in HGSS, or Cresselia in BW2.
The only problem with Zygarde is how its dex description connects its powers specifically to Kalos. So it wouldn't make sense if they try to make him relevant in some far away region like PokéHawaii.
