Nope. There are still a few supporters (including me) that think Sun/Moon is still 6th gen. I think it's far more logical than assuming it's 7th gen just because the names are different.

Here's what's going on.
This IS Gen 7, there's no doubt about that. Anyone who states otherwise is in denial. New region, new mon, unrelated names for the games. That constitutes a generation for sure. However, that doesn't mean that Gen 6's stuff is finished.
If they left things unfinished, WHICH THEY DID, it's likely that S/M are going to feature a new region AND have an endgame that allows us to travel back to Kalos, Gen 2 style.
This is where Zygarde will come back in and why he's got the colors of all four games on his chest. He's the link between the two gens.
Makes even more sense since it's the 20th anniversary and they'll want to do something big that will be remembered.
S/M is to X/Y as G/S/C is to R/B/Y. Everybody wins.

The Azure Flute was never released, meaning you could never legit get your hands on an Arceus. And without an Arceus to transfer over to HGSS you could never trigger the event pictured.

I really doubt that they'd have programmed in an exclusive move for the AZ Floette (Light of Ruin) if it wasn't intended to be used by the player at some point. Perhaps not obtainable normally in-game, but I'd wager we'll see an event sometime in the future, especially if Sun/Moon turn out to be set in Southern Kalos or allows us to revist the area.
Volcanion will probably be released right around the time of the movie, because he's already in gen 6, with Magearna being saved until Sun/Moon as a launch event or something.

That's not the official distribution. The official distribution for Arceus would have been the Azure Flute event, but it never happened.
Obviously later on there were other ways to get one like TRU but that's not the official event for it. Nintendo wouldn't use TRU for an official event.
