And yes, they do have type themes but no monotype teams.
Agatha is themed after Agatha Christie and assonance with "ghost". Uses prevalently scary and poisonous Pokemon, Toxic as poison is often used in her books and is also one of the most used murdering methods used by women. Koga has he basis on ninja poison and antidote tradition and Roxie is just your average jew funded and drug addicted musician with toxic music.
Flint and Volkner still use Fire and Electric movesets and have different backgrounds that led them earn current positions. Giovanni doesn't mind intimidating Pokemon for example. Also Lance and Clair as muh as Iris use "draconic" Pokemon, all of hem either can breed with Dragon types and egg groups or learn Dragon type moves by themselves, it was also showed in their Stadium teams, same for Agatha's team.
If anything I'd rather expect only 3/5 or 4/6 Pokemon sharing he same type in a team owned by trainer supposed to be special and above the average. It may have his own type theme by preserving a leading type but not being enslaved to only one single type. Like gym leaders they are type specialists, not only monotype team users.

I also like how Agatha's heir was Karen in the English versions, same assonance with her type specialization (Dark), same.vast team theme. She was most likely a "troublemaker" and "femme fatale" girl mixed with witchcraft and typical related features, a dark jinx feline, a crow, a venomous plant (mandragola perhaps), a hellhound a ghost / spirit. Also typical strategy of Dark / Poison / Ghost trainers involving status spreading and RNG based moves that limit your Pokemon attacking turns.
Lorelei was an islander as exlained in the remakes, regardless her Pokemon know several Ice tyoe moves.
Bruno is more of a "physical type" specialist, like the TCG type that merges Ground / Rock / Fighting. Also curious because the TCG may also explain Lorelei and Agatha teams since Water and Ice are also merged under one type as well as Psychic / Ghost / Poison.

No, it's because the kanto dex is terrible especially when compared with more modern dexes because developers felt the need to create as many useless grass, poison, bug, and water types that they could, then suddenly realizing there was a dearth of actually good Pokemon that could be used for the E4.
Doesn't matter anyway, Onix was a shitmon in Gen 1 and having two makes you worthy of being shot, same goes for having Arbok and Haunter on an elite trainers team, etc.
An actual type or theme specialist might be a sun abuser (first mon sets up sun, rest of the team uses high powered fire sttacks and chlorophyll), a status abuser (every mon uses status moves to their advantage), etc. That's creativity, not limitations of a terrible dex like in Gen 1 and not laziness like it's been in later gens like 6.
