Sugimori does the illustration of all the pokemon. upto platinum he did the artwork of every character
concept designs are handled by a team of designers. not all pokemon are desgined by sugimori and not all the characters are desgined by sugimori

if you check korrina's HQ artwork you will notice that the lineart is quite different from ohmura's
ohmura's lineart is pretty clean, sugimori is quite sketchy (he talks about why on his book)
