If fairies existed in Gen II, yes they would have made her a Fairy Gym Leader, probably using either Granbull or Clefable.
That said, even if they do another Gen II remake, she'll still be a Normal gym leader, they aren't going to retcon that. Her gym will have to go through a lot of changes though, mostly replacing Clefairy with Jigglypuff.
