Japanese Stadium 1 was never released in the west because it only has 42 Pokémon useable in it (the number is coincidental), you couldn't use any Pokémon not among those 42, though their models were in the game if you looked at them in the Pokédex.
Apparently most of the Pokémon there were ones used in official tournaments in '97 and '98, with a few others added for fan popularity or to represent underused types.
