It's C rank in it's current form and only in the 6v6 format, which is unofficial. The additional Fairy typing would give Milotic tons of great resistances. Unlike Bisharp Milotic also wouldn't suffer from any crippling 4x weakness, which on top of high defensive stats makes it a much bulkier Pokemon overall. It might not have any priority, but spread moves would give it it's own valuable niche. Basically a better Wigglytuff which saw some use during VGC14 (even winning one of the sanctioned tournaments).

Correction, Weezing learns just as many ghost type moves as dark type moves (7).
On top of that it learns 31 normal type attacks, 10 poison type attacks and 5 fire type attacks (which is why many people think its mega could be poison/fire).

True but when I designed it I was thinking it would be a cool niche to have a Sand Rush pokemon that also ales advantage of the buffed SpD due to Sand being up. As it is now there aren't any Rock types with Sand Rush. It's abysmal SpD and Spd is slightly made up for under Sand, being able to withstand a LO Draco Meteor from Latios under Sand. Yes, Aqua Jet, I get it, but most pokemon don't get to sweep with no counters. It's essentially a rich man's Excadrill that doesn't fear Technician Mach Punch and other physical priority.
Plus it has a slightly easier time against Rotom-W which most Sand Rush pokemon struggle with, with the potential for a STAB +2 Stone Edge.
I admit it has glaring weaknesses but its pros are good enough to make it BL at least.
