Make Mega Pikachu and Mega Raichu, but make both of them identical in ability and stats

That way, Mega Pikachu doesn't invalidate Raichu, and Mega Raichu doesn't invalidate Pikachu; they're equals, and the choice is up to the player's preference

I call it Mega Pikachu

I know it isn't much but I hope it will catch on

Electric version of Gale Wings. I know it's generic but it's the only way I see it working, aside from mega pikachu meme, with that awful speed and no held item other than a Light Ball.

Make Pikachu lift more

A priority electric move (mixed with Light Ball), access to a move like flame charge.

Evolve it into Raichu.

This could be good. The main issue that Pikachu faces right now is that it's too slow for the meta. If it could either get a huge speed stat bump or like you said a priority electric move/speed boosting electric move it would definitely move up. I like the idea of Pikachu being a glass cannon type Pokemon, but it really needs that speed stat to let it do anything.

Or give it a mega evolution
