its probably more akin to gliding than taking off from the ground and transporting people to other places. the move fly seems to grant some sort of special properties, an npc in one of the g5 games mentions that it even allows small pokemon to carry you around
the hms in general dont make much sense, why would a fish need to learn surf to swim across water i'm pretty sure it already knows how to swim. what is it about HM03 specifically that allows a pokemon to carry a trainer on its back?
