Yes, from what I've seen, even those Pokemon eventually get an exp. boost. My guess is that this gets triggered after a certain level of friendship is reached.
Anyway, if you want additional exp. for your Pokemon (and are playing ORAS), then try getting a Lucky Egg. Wild Pelipper sometimes hold them, so use the DexNav to grab one (it says it on the screen in case they do).
Also, work on leveling your Exp. Points O-Power to level 3 for an even bigger boost.

Jellicent is bulky, absorbs water, self-heals, can scald and throw Will-O-Wisps and is immune to Fighting and resists Steel, which is what you will see a lot online. Problem is it's weak to Knock Off.
To remedy that you can also use Hariyama, which gets 2 forms of priority with Fake Out and Bullet Punch, and has Close Combat to hit Steels that will fuck up Weezing. Hariyama has enough HP to tank and Guts/Thick Fat lets it switch into quite a bit.
Your other two pokemon should be powerful, speedy sweepers because all those pokemon work best on semi-stall as they don't have the raw OU-tier shit to simply stall opponents to death on their own.
