Braixen is perfect for a traditional fighting game; it's an easier to animate humanoid than Delphox and it has a great potential for attack variety since it can fight with both projectiles and a stick.
Mewtwo has 3 fucking forms in the main games, and Shadow Mewtwo was obviously a campaign boss they decided to make playable.

I half-expect the playable Shadow Mewtwo to just be an alternate costume for normal Mewtwo, rather than having the boss stats.

The problem is that, even when not taking into account fully evolved forms (a concept that Braixen got rid of) or novelty shitmons that would only be funny to use for one match and then end up quickly forgotten, you have nearly 500 options for fighters. Actually having clones when you have all that variety in front of you makes for the biggest travesty i've seen in a "fighting" game.
