You already have Discharge for it, also doubt Mega Gallade and Guts users will care about Static when they can 2HKO or OHKO after rocks. Pressure helps with shit like Hydro Pump pony or mons with non stab Stone Edge. It looks redundant to me. Static is an option for offensive Zapdos only like Life Orb, Choiced or full offensive Roost lefties.
