OK, wait -- give it Magic Guard (also pretty fitting), Quiver Dance, and a large buff to its Special Attack (at least 85 or something). Might be worth it to Infestation something that can't touch Bug/Flying and then set up on it with QD (not an abundance of that in OU, but still...).

This isn't a bad idea considering it's attack is so low to begin with. Giving it something like that for a HA would give it a substantial boost in power, even if it's defense sucks. Maybe drop a few points on that plus the ability.
I'd also give it some way to learn Volt Tackle, since it's design is based on Pulse Man and it would be a damn powerful move to use with that multi-hit ability. The recoil would basically kill it, though, which would be a good balance.
