Yeah, the gliding animations looks odd and the wing flapping animation would look better on flying pokemon. This is just my theory here, but maybe they gave Tropius a gliding animation because it looks like it wouldn't be able to flap it's leaf wings. I know applying logic to pokemon is stupid, but that's my theory.
I have no idea why Salamence, Skarmory, Swellow, etc don't use wings flapping but whatever.

No it wouldn't. Why would it float when it's a bipedal thing with arms and legs? It would look silly floating because it's design doesn't work that way. Eelektross is the same thing. It's clearly meant to stand because it has fucking feet and arms but they made it float and it just looks awkward with its arms flapping around on its sides doing nothing. It didn't float a SINGLE time in ANY Pokemon media before gen 6 happened. And even in gen 6 it still stands while in Pokemon-amie.

Amie models don't have battle animations. You can't just slap the current battle animations on them, they have to transition smoothly from their neutral pose. It's not as easy as just slapping them into battle.
