Slaking may have a niche usage. It has great HP, so it may be used as a sponge. Crushing Blow is not as bad. I don't know if there is a way to stop Abilities in the current format, but in the very early formats Pokémon Powers could be stopped with Special Conditions, so cards like Imakuni? had a niche usage.

Devolution Spray is normally the better answer, e. g. if you have Aerodactyl (Fossil) on your bench and you want to evolve a Pokémon.

I don't remember a worse Basic Pokémon. Wait, there was a Golduck card with a non-damaging move which could remove Fire energy cards from the opponent. A typical card for side decks in other CCGs, but Psyduck was usable, at least.

Yes, that Victreebel is very bad. HP of a Stage 1 Pokémon, moves of a Basic Pokémon and horrible retreat costs.

It's 30x. Maximum of 750 damage if you flip 15 heads for 50 damage each.
IIRC, there was a Slobro during the BW block that couldn't attack unless you had an even number of Prizes. Even if it didn't have that power, its attack was so bad that it still would have been garbage.
