What? There are only five Pokemon off the top of my head who are obviously based on Japanese culture: Jynx (Yamauba), Vulpix/Ninetails (kitsune), Chimecho (fuurin wind chime), Jirachi (tanabata) and Froslass (yukionna).
I guess there's also Raikou, Chingling, Arcanine, and Darmanitan. In my opinion, Mega Gyarados is obviously based on a koinobori, and then I suppose Klefki could be a ghost who took over a keychain (so a keychain youkai?) but that is really stretching it. Am I missing any? I'm sure I am but the vast majority of Pokemon aren't influenced by Japanese culture in some way.

There are a few others, like Dunsparce, Mawile, and Banette, but the thing is that all of these designs have global appeal. They're good designs, you don't need to be Japanese to understand the basic concepts. This is why Pokemon succeeded world-wide, while Youkai Watch flopped outside of Japan.

There's Samurott, Accelgor, and Greninja as well but I would argue against Klefki only because I think it's more based on European fairies that steal shit rather than something being possessed like Banette or Rotom's forms.
Though you can argue that the Pokemon based on samurai and ninjas isn't "specifically" based on Japanese culture because of how those are more easily identified ideas regardless of culture compared to something like Jynx.
