No, it's not. The only pseudos in the whole game are the Dratini, Larvitar, Bagon, Beldum, Deino, Gible, and Goomy lines.

Game Freak wanted Rotom to be a Legendary but it was abandoned with the time. Proof of that is that in Platinum Rotom became the first non-Legendary that received Forme between games.
Also Rotom Formes are banned from Sinnoh and Johto Battle Frontiers.
