I wouldn't say "the others" but as far as the main cast in the anime which was the orange hair, green eyed hothead and brown haired titty monster that could pass for European, Dawn has all the signs of appealing more to Japanese girls of the time.
Darker hair, short, very coquettish, flawed but not terrible and just a wee bit eccentric. Not to mention she was marketed like an idol, seeing how much they tried to hype up a new contest costume of 3. Let's face it, as far as the anime's protags go this is was Asian as it gets.

May looked western, its Serena who is European.
May's design was probably made to appeal to Americans because R/S was the first time we had a playable female lead at the start of a generation. Brunette hair with huge boobs, and a tight fitting outfit with a bandana is a very western look.
