This. If the Ice-type was comprised of a bunch of speedy twinks who hit hard and fade out, then this would be justifiable, but it's not. The fastest pure-Ice-type is Mega Glalie at 100, and everything else is lower. Even when you add dual-types into it, the only Ice-types to be over 100 in terms of speed are Froslass and Weavile - and wouldn't you know it, they're among the only Ice-types to actually see any real usage.
Water types should only be able to learn ice type attacks if they're part ice type, if gamefreak wants to be anal about Scald distribution.
