I don't see anything wrong with it honestly. Maybe you find it bland since the towns were designed with GBA in mind, making them a lot more simple, but I think it's charming. I have plenty of issues with ORAS but art direction isn't one of them, though I can see why some people might not find the blockiness charming.

They were bland in the original game, and ORAS was rushed so they just copied it.

You're probably spoiled by XY, where the towns were all original and went all out design-wise to look nice.

Instead of attempting to improve it with better technology they felt like they had to recreate the mediocrity of the originals. They looked okay in 2D, but they simply did not translate to 3D well.

It's bland. It's one-dimensional. It's boring.
