I think January is more likely especially since they already revealed Volcanion, there's no point in waiting longer. Usually merch doesnt come out right when the game is announced but at least few weeks after that so January makes more sense.
Also for the release date: i think it'll be around the movie, Q3 is waaay too late since Zygarde was revealed last September

Why? Zygarde formes are revealed, Ash-Greninja is revealed and now even Volcanion is. This month we will most likely get movie's title and another pokemon star of the movie ( be it a brand new pokemon or maybe some mega for old legendary), the time is now, there's no point in waiting longer

SMD doesnt matter, TPC couldnt care less about the promotion of this game even in the US and now when only Europe left they wont care either. RGBY is just a re-release, its not new games. Announcing new main game would actually help build hype around those old games aswell
The full release schedule is as follows;
1.) Pokemon Roms get released for virtual console in February, a pokemon direct happens shortly before then, celebrating the 20th anniversary.
2.) In that direct, they announce Pokken fighters in March, and then ahortly afterwards a dual release of Pokémon Go and Pokémon BlackZ/WhiteZ,
3.)Volcanion release with the Movie in the summer and then for TGS the following fall, the announcment of new pokemon for NX/N3DS
