It's not about that, it's based on what it had based on its introduction. Infernape was another whack at the Fire/Fighting type and it worked. Everyone whining about Infernape is what made Blaziken GameFreak's Lightning over the course of Gen V/VI.
As soon as Gen IV gets its remakes, It'll be back to second fiddle where it belongs.
