I got a shiny Finneon so personally it is hard for me to forget it. Look yummy being made out of chocolate.
I think the best bet is a baby Pokemon due to the retarded way you must breed them. My bet is on Smoochum personally. Beside the anime episodes involving contests and such I don't think you ever even see it.
Mormder. That thing has been forgotten so much even Game Freak forgot to include it in games past gen 2. I almost never see someone on the web mentioning it.

When you watch the anime is more easy fo find the mons less forgettable, this is why people think that Gen 1 is "memorable", because most of the fans started pokémon watching the anime at the beginning, then dropped it later, and now they say that later mons are not memorable, because all that they saw of the new ones was some random npc using it, and then they OHKOing.
This is even more true if the mon is not good in the competitive.

Definitely Dewgong. Seel at least had anime screentime, but its evolution is super forgettable.

Dewgong is an elite 4 member's pokemon, when I took that quiz I made sure to go through all the elite 4 and gym leaders and do their evolutions. I think the biggest one I missed and still forget about is mr.mime because you only ever saw him in a trade in a semi-hidden route, the anime makes him well known though.
Pic related or anything in its evo line. Burmy is hell to get in gen 4, and doesn't show up much in any game. I only remember it because it was the last mon I needed to finish the sinnoh dex, and because I'm using wormadam in my monosteel platinum run.
