It's been already shown that there's a lot of people who dislike Zinnia and most people know that unless they live under a rock.
Even if nobody disliked her, she's still not even close at all to any of the popular characters.
Sure, you can like Zinnia and that's not wrong, but you can't change the fact that majority of the fanbase dislike her or at the very least don't even care about her.

N is first portrayed as an antagonist in the game, but you afterwards find out he was actually manipulated and you try to show him whats he was doing was actually wrong.
He then changes his ways and even quits Team Plasma because he was wrong, and afterwards becomes your friend. In BW2 he even saves the protagonist's life.
Zinnia was portrayed as a good person while she went around pushing everyone around and nabbing their keystones, destroying the scientist's hard work, and calls the other characters insults while she doesn't even want to bother explaining her actions because she thinks they're not "imaginative' enough.
She then fails anyway at controlling Rayquaza, and the whole world would have been fucked if you weren't there to back her up. Her way of summoning Rayquaza also involved summoning Kyogre/Groudon first, which could have well destroyed the world in the first place even without the metorite.
After you destroy the meteorite, she then simply goes away to do her thing again without any sort of compensation for making a fool out of the other characters, etc. All of this happens while the game still expects you to like her.
All in all the main problem is execution. The Delta episode was also already a mess so while many players had to go through the Delta episode, they also had Zinnia to deal with, adding on the hate for her.

I have a similar problem with N in BW. He's portrayed as this mysterious and grand character that you're supposed to care about when he's mostly annoying and crazy due to all that brainwashing.

I agree that her portrayal in ORAS was bland, but what if Zinnia comes back in Z in a similar style to N in B2W2 and saves the world? What if her story is fully explained (Aster and all) and we all feel bad for her? That's how N worked, at least. His own father used and manipulated him, and that left us feeling compassionate towards him, despite being an antagonist. What if the same happens for Zinnia?

That might help in making some people like her, but the fact that she still did the things she did in ORAS would still exist. Her saving the world once won't change her fucking everything up before while the game expected you to like her.

Most people don't like N just because of "pity", but they like him more because of the fact he wants to become a better person and also becomes your friend. He accepted what he did was wrong and goes to your side instead, and even the original Team Plasma changes their ways and take on a role to help abandoned pokemon instead because of him and you.

Of course they can. Antagonists can be both likable and dislikable. Since the game portrayed him as an antagonist at first, it's not surprising if people disliked him because he was doing something wrong before the ending. He's better off as a character on the good side rather than the bad side since he was actually manipulated, which they then did exactly in the end of BW and the entirety of BW2.
