The nice thing is I didn't have to spend a whole lot of actual cash on my collection. I play competitively and do a lot of trading/selling, and my local card store lets me sort product for them for store credit. So all of the more expensive cards, even the Japanese ones, I either traded for or used store credit/tournament winnings on.
The whole collection is worth roughly $250, I'd guess I probably spent $20-30 on it max.

For your supporters, add two Sycamore and one more Vs. Seeker to begin with, and cut some of the two-off supporters back to one-off to make the room (Hex & Gio for sure). Evosoda is pretty much outshone by any useful ball. Drop both and replace with two more Ultra Balls.

I don't know about Golduck or Palkia. The latter's on a Stage 2 and Palkia seems a bit slow for what little it does, but maybe I'm being closed-minded. And setting up a Stage 3 just to snipe for 90 every turn seems dodgy, especially when you need two energies in hand to do it.

Night March isn't cancer, it wins just like any other deck does. The only deck that deserves the label "cancer" is a stall deck like Sableye/Bunnelby or Durant.

Maybe try gitting gud friend. NM is only annoying in standard because the entire format is trash. In expanded NM is nothing special. Besides, NM and Flareon were both still really popular deck choices even when LTC existed, they just had bad Toad matchups when Toad was the meta.
On the other hand, expanded is where cancerous stall decks get to find new life. Fortunately they're inherently bad decks that rely on luck, and get absolutely destroyed by both item lock and discard acceleration. But I shouldn't have to spend the entire fifty minute round plus four more turns just to prove to my opponent their deck is cancer.
Also the new muscle band is a nice toy for Night March but it hardly affects how the deck wins and loses.

And even assuming you play conservatively and only use BREAK's ability to maximize damage per energy, that's still 3 energies for a single knockout on a standard EX, and you'll need to do that three times in order to win, assuming you get a christmas hand and your opponent doesn't stop you. Actually wait fuck no Raichu isn't good in Theme format at all. Its first attack hits all EXes in an EX-less format and its second attack is [L][C][C] for 70 in a deck without DCE and doing 120 for 3 energy is the standard set by the opposing deck and the lightning deck before it. Mental Might and Dark Hammer both do 80 for 3 with less setup and even more effects.

The old MtG Planeswalker games had this as the exclusive way of playing. You picked from a few dozen theme decks, and each deck came with a dozen or two extra cards you could swap in.
The problem with this is that there will always be a concise set of objectively better cards that fit into the deck, with very little option for actual meta customization. It wouldn't give you more options and it wouldn't improve the decks, it would just be an entry barrier for new players that doesn't actually make the format better outside of some very specific situations.
If anything, they should edit the theme decks and make them at least mildly competitive to start off with. In Yugioh, for example, you can buy three copies of any given theme deck, mash them together, throw in a few staples you have laying around, and you're ready for a casual locals with a mild chance at winning. Meanwhile in Pokemon, you'd be lucky if you got more than one or two PLAYABLE cards out of a theme deck, much less anything amazingly viable.

In the same Storm Rider there's a Stage 1 that does 80 for 3, with Dragonair who can potentially do 120 for 3, and actually has them as alternate attackers into Dragonite.
Raichu has three unfinished fire evolution lines. The Braixen does the same thing as Raichu. Stunfisk is 3 for 80 with even more HP than Raichu as a Stage 1 and a really good first attack, and both of those are shitty anyway.

Take Night striker. We could take out all the dark and Dragon shit and make it Gengar Bats.dek starring Mismagius. We could take out all the psychic stuff and make it Zoroark.dek with the Break. We could remove everything, focus on only Noivern, fill it with DDE, and have ourselves a nice Noivern Break deck. And none of those choices is inherently superior to the other because they all seem like decent choices for theme.

Stick to one format if you're just starting. Preferably Standard, if only because it has a smaller card pool and a more concise, developing meta, as opposed to several years of established sets.
For Standard:
3-4 Prof Sycamore
3-6 Prof Birch/Shauna/Ace Trainer/Judge (Preference)
4 Vs Seeker
4 Ultra Ball
1-2 Lysandre
0-4 Shaymin EX (Expensive)
And Expanded is the same, but you replace the Birch/Shauna/etc with N and Colress at preference, and fit in an Ace Spec. Usually Computer Search.
After that, you have a shitload of situational tech choices. Enhanced/Crushing Hammers, Muscle Bands, Switch/Float Stone/Escape Rope, Laserbank, the list goes on.
It would be easier if you mentioned a deck you were interested in, and what format. Alternatively, just google for deck lists to get an idea of what's really good right now.

This deck is an absolute mess. I can tell you're just starting off so you probably don't have too many cards, but this is barely coherent. There are too many problems; completely random Pokemon and Trainer lineup, very few copies of these cards, lots of situational and random junk cards, virtually no consistency options, the list goes on. I would recommend you go look at what a deck should look like on some forum or website, then start from scratch.
If you really want help here, what kind of deck were you trying to make in the first place? A Metagross deck? Something with Regice?

Manectric EX / Regice is a very competitive deck right now that does that. You already have two Regice, and you can get two Manectric from the ladder, so you're halfway there.
Or try Pyroar with generic Fire cards. Entei, Charizard EX, Typhlosion, whatever.
Beautifly with M Sceptile works too.
Other than that, there aren't any viable options, and it's not even that great anymore with the presence of new non-EX options in Standard. You can try playing Expanded to access Suicune/Sigilyph, but whatever.

A bunch. There are a shitload of cards from the past few packs that are more than usable, especially on PTCGO of all places. Lots of them are budget, too.
Chances are you can pick any given Rare from a pack and build a deck around it. You'll even end up with a positive winrate on the ladder.
It's more important that your deck is well-built.

But if I post a fair trade, guess what happens? People take it. Quickly. So it won't be listed.
Do you get it? The listings you see are all bad because people take the fair trades in the first few minutes they're up. If you want to do a public trade, make the offers yourself. Otherwise you're forced to refresh and try and snipe all the 7:59 trades, which is autistic as fuck with how long it takes.

It's more about Massive Eruption, actually. Only one energy, can hit for 160 before Band off two mills and KOs anything short of Wailord if you mill three, sets up Blacksmith, etc. They've also been beefing up Stage 2s in general so it's sitting on 150 HP, which is nice.

M Lucario hits for 140 and removes an energy.
Sharpedo EX hits for 100.
You then have a few other Pokemon swinging for 70 or 80 and discarding.
Notably, PC Kingdra hitting for 70 off one DCE and discarding up to two energies, and PHF Feraligatr lets you keep flipping until you get tails, then you discard that many off your opponent. It also has a viable second attack.
The problem is that discarding energies is pointless if you're also one-shotting them.

You need 3-4 copies of the important cards in your deck so that you can actually hit them when you want them. 3-4 Vs Seeker & Sycamore are a must although you can crutch fix the lack of Sycamore with Birch/Shauna/Judge until you get some.
But even your pokemon lines are weird pyramids. Ignore the theme builds - these need to be fat lines consistently wide like, for this deck a 2-2 Octillery. A 3-3-3 Metagross (or 3-1-3 if you can get 2 rare candies). Instead of one-off cards like Aegislash/Glalie/Regice, you probably want at least 2-offs or even 3.
Red card, Exp Share, Giovanni, Ticket, Roller Skates, Mountain Ring, Sparkling Robe are all dead cards in most decks unless you have a very good reason to play them - here they are just wasting space. Drop those and look for more Vs. Seekers, Sycamore, Dive balls, Ultra Ball, Trainer Mail, Rough Seas.
Even after all that this deck will still be a hot mess, but at least it'll be a consistent one.

Zoroark arguably makes up for being a stage 1 by how good it is as an attacker. Fucking 160 off a DCE with literally no setup since everyone and their mother has to try to get their shaymins. Keldeo was 50 for 3 hitting for water weakness in everything but Blastoise.
Rain Dancers aren't anything new. Rayboar was more relevant than Blastoise for a while.

Standard is extremely inconsistent. In BW there were trainer staples for every deck plus Ace Specs, in XY each type has their own set of staples and draw support is limited to Shaymin and Sycamore instead of N, Colress, Jirachi plus Juniper and Shaymin. It's why bad decks like Lucario/Bats which requires no thought can win a lot, because it's so simple iin just spamming Lucario that it's hard to get unlucky like you can in Manectric, Rayquaza, Yveltal, NM/Vespi or Mewtwo decks.
Fighting in general is much more consistent thanks to Korrina, but since every type relies on specific supporters, it'll be ruined once FuF rotates, which is really bad for a meta. Whole types are going to suffer from rotation unless they reprint their staples.

Evolution is just a shitty mechanic. Dropping big cards on the board shouldn't be easy, but it shouldn't be unrewarding. In MtG as long as you have the lands needed you're fine. In YGO as long as you have card advantage you're fine.
YGO is a fun example because there are things similar to evolution in it as well. The LV archetype is the biggest one, and it is downright unplayable as a deck now.

The only 3 main times going face smasher with big basics were
- Base set, when there wasn't much of a science to card design and things like Chansey and Scyther were printed and their best print to this day is still their base set printing. It's kind of funny just how much they nerfed Chansey desu
- SPs, when they fucked up royally and made LuxChomp the unstoppable BDIF
- BW-on, when PCL came along and dumbed everything down to the point where the average possum would be insulted, see also it just being a steady rotation of X new 170HP+ basic being basically unstoppable

Remember when Rituals were literally unplayable for over a decade? Or Fusions? Remember when Pendulums were unplayable minus garbage, or when Xyz had no chance of replacing Synchro?
But then all of those things changed. Konami decided to print good archtypes for those mechanics. Because mechanics are only as viable as the cards printed for them, and saying an entire mechanic is inherently shit because of a current meta is absolutely retarded and shows a radically poor understanding of game design.
And the best part is, those changes to YGO came out of the blue. No one expected Konami to magically push a Tier 1 ritual archtype. Meanwhile, Pokemon has a HISTORY of Stage 1 and 2 decks beating out big basics, like during the SP era. You're literally ignoring history with this entire post.
The problem with Stage 2 right now is that they're all unanimously shit. There isn't even an effort to make a good one. It has nothing to do with the evolution mechanic, or the fact that it's relatively slow and takes up space. Pic related is the problem, because TPC unironically thinks this is what a Stage 2 should look like right now. It's NOT a mechanic problem, it's a design problem.

Because they're NOT GOOD. They're definitely a step in the right direction and BT has shown that TPC is at least trying to address the Stage 2 problem with a few buffs across the board, but Haxorus still isn't a good card.

Because, again, there aren't any. And if we look a year or two in the past, we'll find some more Stage 2s that were used even WITHOUT any of those cards existing, specifically Blastoise and Garchomp.
Which are examples of spectacular card design for Stage 2s in an EX meta. Blastoise rewarded you for taking up deck space with Squirtles and Candies and risking a donk, because it had a GOOD ability that influenced a game the second it hit the field. Garchomp had a huge consistency boost from Gabite and hit well above the curve for virtually no energy, whereas Haxorus hits below curve, doesn't have Gabite, and even requires a fragile set up.
It's not like Stage 2s have had no competitive presence. Blastoise literally won Worlds, WITHOUT Maxie. We just need more cards like it.

Emboar is abetter example than Blastoise since RayBoar saw more competitive success without Archie or an equivalent.

He attacks for high damage with a single energy drop while having high health, and has an attack that forces your opponent to switch him out or kill him or get steamrolled. He's solely unplayable because getting him out is more work than just running a big body basic. Your example of Blastoise is shit because the card itself sucks, its his synergy with other EX pokemon that make him viable, like Emboar. Magnezone is not viable because he has no shortcuts and no reliable teammates beyond Raikou, Pikachu and Lugia, despite having a basic with free retreat.
What you're asking for is a stage 2 with a stage 1 being viable on its own that has synergy with the top tier decks and has a meta-defining ability or attack. This will never happen. The closest you have is Gallade with shortcuts, cheapness, power, synergy and one of the better abilities.
