Smogon offers analysis on how the approximate 200 or so of those Pokemon can be used to their best, and when theyre not useful enough to be used in fully competitive "best of the best with bans" gameplay, then they adapt them to a smaller metagame.
Yes there's 700 Pokemon, but how many of them are unique forms or fully evolved? And dont say "NFEs can be used too" because other than Scyther, and like 4 Eviolite users if im being generous, no they cant.
